Eugene is involved in developing course content and program for IRRI Training Center. He coordinates engineering training courses as well as serve as resource person/trainer. Eugene is a professional agricultural engineer. He designs, develops, and tests agricultural machines. He prepares the evaluation report and recommendations on equipment quality and performance. He signs and approves engineering drawings, specifications and other documents for the design, construction, test, and evaluation of agricultural structures, machineries, equipment, processes and systems.

He was a Consultant of the United Nations Industrial Development Organization (UNIDO) and a supervising agricultural engineer at the University of the Philippines Los Baños (UPLB). He is a member of various organizations and holds key positions such as President of the Philippine Society of Agricultural Engineers (PSAE) Region IV and a member of the Board of Trustees of the PSAE National Chapter.

He earned his BS and MS degrees in Agricultural Engineering at UPLB. He is a recipient of various training on machinery design, repair, and operation; farm and machinery management, and equipment fabrication in Japan, the Philippines, and the United Kingdom
